CivilOps is built and run by Oliver Schiemann, who trades as a sole proprietorship in Mertloch, Germany. It makes browser-based tools for the contractors who dig, lay and build: quantity surveying the client's surveyor will accept, a digital site diary for the site manager, and a dispatch board for lorries, machines and drivers. This page describes all of that in English. The applications, the documentation and the support are German-language only.

01 · What CivilOps is

Software for the contractor doing the work, not for the design office.

German construction has its own rulebook, and billing is where it bites. CivilOps is built around that rulebook rather than around a generic project management model.

The problem it solves

In German civil engineering, a contractor does not simply invoice a total quantity. Every quantity has to be presented as a calculation the client's surveyor can re-do line by line: which formula, which measured lengths, from which station to which. And it has to be recorded before the trench is backfilled. That document is called an Aufmaß. Getting it wrong delays payment on work that was otherwise done correctly.

CivilOps Aufmaß treats a quantity as that calculation rather than as a number. You import the bill of quantities from the client as a GAEB file. You enter quantities by typing, by formula or by drawing on a scaled plan. You hand back an auditable measurement sheet plus a DA11 file for the client's own system. Drawing a line produces linear metres and drawing an area produces square metres, and both land on the right item of the bill of quantities as a traceable calculation.

Two things follow from that focus. CivilOps deliberately does not try to be a suite: it is three separate applications that share one account, and you take only the ones that fit your site. And it is deliberately not an invoicing package. The invoice still comes out of your existing back-office system; CivilOps produces the evidence behind it.

CivilOps Aufmaß

Quantity surveying and measurement records for civil, sewer and landscaping works

The core product, and the reason the rest exists. Quantities are captured as calculations the client's surveyor can recalculate, to REB-VB 23.003, either from the formula catalogue or in a free-form formula editor. Each one is tied to the item of the bill of quantities it belongs to.

  • GAEB import (X81 to X83, X86 and D83), showing measured against tendered quantity for every item
  • Built-in CAD: draw and dimension directly, snapping and ortho, layers, DXF and DWG import, DXF export in 2D and 3D
  • PDF, DXF or DWG plan as an underlay, scaled by picking two known points
  • Auditable measurement sheet as PDF with sketch and your company logo; export to Excel, CSV, DXF and REB DA11
  • Installable as a progressive web app and usable offline, which matters where there is no mobile coverage
  • Two optional modules: Kanal (sewer quantities under VOB/C, ATV DIN 18303) and Erdbau (digital terrain models, foundation excavations, earthworks volumes by the prismoidal method, REB 22.013)

The site diary German construction contracts routinely require, filed from the site instead of typed up in the office in the evening. The foreman records the day on a phone; the site manager sees labour, plant, output and weather in one place.

Dispatch planning board for vehicles, machines and drivers

The magnetic planning board from the dispatch office, now on screen. One row per vehicle, machine or driver, one column per day. You move jobs by dragging them, and the system blocks double bookings.

Prices are published in full, in euros, on the German site. CivilOps is sold only to business customers (Unternehmer within the meaning of section 14 of the German Civil Code), under German law, with a 14-day free trial. 03 · German terms

The vocabulary this software is built on.

These terms have no clean English equivalent, which is precisely why software written elsewhere tends not to fit. Both spellings are given where German uses an umlaut or a sharp s (ss).

Measurement and billing

  • Aufmaß (Aufmass): the on-site measurement record that documents how each billed quantity was arrived at. Closest English equivalent: the measurement and take-off behind an interim payment application and, later, the final account.
  • GAEB: the German standard for exchanging tender and bill of quantities data between client and contractor. File types X81 to X86 and the older D83.
  • REB: the German rules for the electronic measurement and billing of civil engineering works. REB-VB 23.003 defines the formula-based measurement entries; REB 22.013 covers earthworks volumes.
  • DA11: the REB data exchange format for measurement records, used to hand quantities over to the client's AVA system (the German tendering, award and billing software).
  • VOB/C and ATV: the German general technical rules of contract for building works. ATV DIN 18303 (shoring works) governs how shoring areas are measured; standard trench widths for sewer works follow DIN EN 1610 and DIN 4124.

Site and dispatch

  • Bautagebuch: the site diary. In German practice it is the contemporaneous record that carries the day, both for progress and for later claims.
  • Plantafel: the dispatch planning board. Traditionally a physical magnetic board in the yard office showing which vehicle goes where on which day.
  • Polier: the site foreman, the person who runs the crew on the ground and files the daily report.
  • Verkehrszeichenplan: the traffic sign layout plan. Roadworks in Germany need one as an annex to the traffic authority's order under section 45 StVO.
  • Tiefbau: civil engineering below ground, that is earthworks, drainage, sewer and road construction. GaLaBau is garden and landscape construction. These are the trades CivilOps is written for.

04 · Who builds it

One person, who measures and bills construction sites for a living.

I am Oliver Schiemann, a construction technician (Bautechniker) working in civil engineering. For over 15 years I have measured and valued work on site: take-off, quantities, the evidence behind them, variations, and the back and forth with the site team and the client. Civil and road construction, demolition, plus surveying with a rover pole and a drone through to as-built comparison against a 3D model. That is my day job, not a side interest.

I started out as an IT systems salesman before moving into construction, and that mix is the reason CivilOps exists: I know the auditable measurement record from my own work, and I can build the software for it myself. I have used the big industry packages. What struck me was that the real effort sits somewhere else, in producing a clean, traceable measurement that passes the client's check. That is where CivilOps starts, and it leaves the rest out.

Every function is in there because I missed it on site or at the desk, not because it looked good in a brochure. There is no call centre. Questions go to os@civilops.de and the answer comes from me.

Name, trade mark and identity

A German trade mark application for the word mark CivilOps was filed with the German Patent and Trade Mark Office (DPMA) on 15 July 2026, file number 30 2026 238 695.4, for Nice classes 9 and 42. The application is pending; the mark is not yet registered, and no registered trade mark rights are claimed for the sign CivilOps at this time. If and when it is entered on the register, this page will be updated.

Other businesses use similar names in other markets and sectors. This website, civilops.de, is the website of the provider named here, and the applications described on this page are available only at app.civilops.de, btb.civilops.de and dispo.civilops.de.

Hosting takes place exclusively in data centres in Germany, with IONOS SE in Montabaur as processor under an agreement pursuant to Article 28 GDPR. Some optional functions load map tiles or open map links from third parties (OpenStreetMap, Esri, Google Maps); the German privacy policy sets this out in detail.
